農林水産省は２日、政府が製粉会社に売り渡す小麦の価格（政府売り渡し価格）を、平均２３％引き下げると発表した。小麦の国際価格が下がっているためで、１６日以降の売り渡し分から適用する。パンや菓子、めんなどの値下げにつながると見られる。
政府は米国、カナダ、オーストラリア産の計５銘柄の売り渡し価格について、直近６カ月の国際価格を基に算出し、毎年４月と１０月に改定している。今年４月以降の平均価格は１トン当たり６万４７５０円だったが、今回の改定で同４万９８２０円に値下げされる。おおむね０７年１０月時点の水準に戻ることになる。
穀物相場は米国のエネルギー政策や投機マネーの流入などで一時高騰していたが、昨年９月のリーマン・ショック以降は過剰な資金が減少。不作傾向だったオーストラリア産の小麦の生産も上向いているといい、小麦の国際価格は落ち着いているという。
農水省の試算では、今回の小麦値下げで、消費者物価は０．０２％押し下げられる。ただ、食品メーカーは顧客である小売業者の求めに応じ、大幅な値下げを迫られる可能性もある。

有期雇用：「年収２００万円以下」５７％ 解雇、雇い止め半数－－厚労省初調査
厚生労働省は３０日、契約や派遣、パートなど有期契約労働の調査結果をまとめ、研究者らでつくる同省の有期労働契約研究会（座長・鎌田耕一東洋大教授）に報告した。有期契約労働について、職務内容別に実態をとらえた初調査で、全体の半数以上が年収２００万円以下だったことが分かった。また、同じく半数が解雇、雇い止めを経験しており、厳しい雇用実態が改めて浮き彫りになった。
１万２９８事業所と労働者５０００人を調査。職務内容を正社員と比較し、（１）正社員と同様（２）より高度な技能活用（３）職務は違うが同水準（４）より簡単（５）職場に正社員がいない－－に分け、労働者に尋ねたところ、（４）が３９・０％で最多だったが、（１）も３６・４％を占めた。
賃金では、ワーキングプア（働く貧困層）の指標とされる年収２００万円以下が計５７・３％と半数を超えた。２００万超～３００万円以下は２５・２％だった。
また、（１）の職務内容の人のうち、４割以上が２００万円以下の年収で暮らしていた。
パートを含む有期雇用では、家計の補助的に働く女性も多く、２００万円以下の全員がワーキングプアとは言えないが、独立して生計を営む人は４１・０％いた。複数の仕事を掛け持ちして生活している人も１０・７％いた。
有期雇用で働く理由（複数回答）は「正社員の仕事がない」（３８・７％）がトップ。解雇、雇い止めも５０・２％が体験し、このうち４１・４％が「トラブルになった」と答えた。【東海林智】
